 Catarina Tully's Biography
 

 


Catarina advises the UK and US governments on futures and national strategy. She trains government officials from across the world in strategy and is an active contributor to debates on strategy and global issues. Her specialisms are: strategic foresight, managing risk, the impact of technology, democracy 2.0, and participatory forms of public engagement.


Prior to setting up FromOverHere, Catarina was Strategy Project Director at the Foreign and Commonwealth Office in the UK. She led strategy projects examining cross-cutting, priority and upstream foreign policy issues, and built strategic capability in the Department, working internationally with the Policy Planning networks fromother governments. 


Before that, she worked in the Prime Minister's Strategy Unit, developing domestic policy and strategic capability, including a strategic audit of the UK, public service reform and offender management. This work was informed by her previous experiences building strategic capability and processes in private sector businesses. Catarina has also worked for the UN Deputy Secretary General's office on the UN reform process, Global Compact, UNDevelopment Programme, EU Commission and with the World Bank in Geneva.


Catarina has a Masters in Public Administration from the Woodrow Wilson School at Princeton University, as well as a business and finance strategy qualification (CIMA). She is a trustee for Women´s Health and Family Services in Tower Hamlets, a community-based health advocacy organisation working with Black and Ethnic Minority women and their families, and for Involve, a public participation think tank.
